SSG 11B NCOER Bullets: 6 Examples at Squad Leader Scope

A SSG 11B owns a 9-Soldier rifle squad and two team leaders, and this is the first form where all four box checks exist. These examples are written at squad scope with the DA PAM 623-3 ¶3-11a reasoning shown under each one.

// 01What makes a SSG 11B NCOER different

Squad leader is the first job where the Army hands an 11B a formation and two subordinate leaders. The NCOER evidence lives there: squad qualification rates, battle drill certifications, the growth of two team leaders, squad-level accountability through every density, and how the squad performed on external evaluations. Numbers at squad scale, 9 Soldiers, are the native currency of this report.

This is also the first NCOER on DA Form 2166-9-2, where the rater has all four box checks and DA PAM 623-3 ¶3-11a decides between them. The gap between a Met squad leader and an Exceeded one is not adjectives; it is whether the squad’s numbers moved because of disciplined initiative the rater can point to.

Why this reads as Met: full-squad qualification and clean accountability across a year is exactly ¶3-11a(2), the standard met and enforced for those in the NCO’s charge. Honest, quantified, and normal for a competent squad leader.

Why this reads as Met: counseling on schedule is duty, and doing the unglamorous paperwork parts of squad leadership on time is the definition of enforcing the standard. It belongs on the report at the tier it earns.

Exceeded: ¶3-11a(3) · Develops

o rebuilt team leader development after two new SGT arrivals; both certified on squad STX in 60 days and ran ranges unsupervised

Why this reads as Exceeded: a squad leader who compresses the certification timeline for new team leaders through a mechanism he built is showing disciplined initiative with immediate impact (¶3-11a(3)), stated in checkable dates.

Exceeded: ¶3-11a(3) · Achieves

o took squad from last to first in company squad STX standings in one training cycle; raised battle drill first-time GO rate from 60% to 95%

Why this reads as Exceeded: last-to-first is a peer-relative delta and 60 to 95% is an immediate impact. Both are ¶3-11a(3) markers. To claim (4), the rater would need endurance: did the methods spread, did the standing hold all year?

Why this reads as Far Exceeded: best of 27 is ¶3-11a(4)’s best of the upper third with the denominator shown, and the follow-on selection is the chain of command acting on that performance, which makes the claim self-verifying.

Far Exceeded: ¶3-11a(4) · Develops

o designed the company pre-Ranger program; 4 Soldiers from 3 squads earned Ranger School slots, all 4 reported physically ready

Why this reads as Far Exceeded: the program reached beyond his own squad (leadership multiplier), produced named outcomes for Soldiers, and now exists as a company system that will outlast his tenure (enduring effect, ¶3-11a(4)).

// 06Common mistakes on SSG 11B NCOERs

Rating the platoon’s performance. The squad leader’s lane is 9 Soldiers. If the bullet claims a platoon outcome, the reader asks what the platoon sergeant was doing. Keep the scope where the authority actually sat.

Burying team leader development. Growing two SGTs is the part of squad leadership that boards care most about at this grade, and most drafts spend the space on ranges instead. A certified, independent team leader is a stronger fact than another qualification percentage.

Percentages with no denominator. “95% first-time GO” means nothing without the base. “Of 9 Soldiers” or “of 27 squads” turns a claim into a checkable fact, which is what separates an Exceeded bullet from decoration.
