The supply sergeant’s ledger is the company’s: full property book value under management, CSDP results at every echelon’s inspection, inventories that finish on time with signatures that mean something, budget execution for supplies and services, OCIE reconciliation, and the armorers and supply clerks developed underneath. The report should read like the paper trail it sits on, values, grades, counts, and deltas.
DA Form 2166-9-2 opens the four-box scale and ¶3-11a governs it. Supply’s advantage is that its evidence is adversarial by design, inspections, audits, and investigations exist to find the failure, so a clean grade or a zero is not a self-assessment. Use the grades with their denominators.

Accountability claimed, systems hidden. Zero losses is the outcome; the weekly reconciliation, the hand receipt structure, and the inventory calendar are the leadership. Name the machine, because the board is promoting the mechanic, not the luck.
The change of command left unwritten. A clean change of command inventory is the supply sergeant’s championship game: dollar value, days to close, adjustments taken. If it went clean, it is the strongest bullet on the page.
Budget execution ignored. The supply sergeant who executed the budget without an unfinanced emergency kept the company training all year. Percentages and dollars belong in the bullet; “managed budget” does not.
