SSG 19D NCOER Bullets: 6 Examples at Scout Section Leader Scope

A SSG 19D leads a scout section: two vehicles, two crews, and a piece of the squadron’s screen that either reports accurately or gets someone hurt. This is the first form with all four boxes, and section-scope facts are what move them.

A section leader’s evidence spans both fights: mounted, gunnery qualification for two crews, maintenance readiness on the section’s vehicles, screen and route reconnaissance execution; and dismounted, observation post rotations, reporting discipline, and the cross-training that keeps a small section mission capable when a crew goes down. The NCOER should quantify in crews, vehicles, kilometers screened, and evaluated reports.

DA Form 2166-9-2 puts all four boxes in play, and cavalry squadrons are small enough that every section’s evaluation results are common knowledge. ¶3-11a’s upper-third language gets applied against real peer sections, so the strongest thing a bullet can carry is the denominator.

Why this reads as Exceeded: a before-and-after gunnery delta for the whole section, produced by training the section leader scheduled on his own initiative. Immediate impact plus disciplined initiative is ¶3-11a(3) with scores on file.

Exceeded: ¶3-11a(3) · Develops

o developed both vehicle commanders through mission debriefs; each led an independent screen mission validated by the troop commander

Why this reads as Exceeded: growing subordinate leaders to independent mission execution inside one rating period, with the commander’s validation named. It stays (3) because the effect is still inside the section.

Why this reads as Far Exceeded: best of 6 sections at the squadron’s own evaluation is the best-of-the-upper-third fact, and the 100% handoff rate is the mission consequence that makes the ranking mean something operationally.

Far Exceeded: ¶3-11a(4) · Develops

Why this reads as Far Exceeded: an artifact used by the entire troop is enduring effect beyond his section, and the named Soldier recognition shows the leadership multiplier ¶3-11a(4) describes, results in his Soldiers, not just himself.

// 06Common mistakes on SSG 19D NCOERs

Splitting the report between fights and finishing neither. Mounted gunnery and dismounted reconnaissance both belong on a section leader’s NCOER, but each bullet should finish one story with a number. Half a gunnery claim plus half a screen claim in one line carries neither.

Vehicle readiness left to the motor sergeant. Two mission-capable trucks through a year of screens is section leadership with a readiness rate attached. Ceding that story to the maintenance team throws away a quantified bullet.

Reports without consequence. “Submitted 200 spot reports” is volume. What did the troop do because the reports were right? Handoffs, fires, or a commander’s decision named in the bullet is what turns reporting into evidence.
