Substance where counts belong. Classified specifics can never carry an NCOER. The unclassified shell, product counts, briefing selections, evaluator citations, inspection results, is what the form can hold, and it is enough.
Products without consumers. A summary nobody used is filing. Name the commander, exercise, or decision the product fed; the consumer is what turns production into impact.
