SGT 13F NCOER Bullets: 6 Examples at Platoon Forward Observer Scope
A SGT 13F is the platoon forward observer: the fires expert embedded in a maneuver platoon, responsible for calls for fire, the observation plan, and training the platoon to fight with indirect fire. The NCOER has to translate that expertise for a rating chain that lives in the maneuver world.
// 01What makes a SGT 13F NCOER different
The platoon FO has a problem no rifleman has: the rating chain usually sits in the maneuver company, not the fires cell, and it did not watch the call for fire that mattered. The bullet has to carry what the rater did not see: certified calls for fire with the evaluation named, target location error tightened to a number, observation plans that survived contact with the terrain, and a maneuver platoon that got faster at integrating fires because its FO trained it.
On DA Form 2166-9-1 the boxes are two, Met and Did not meet (DA PAM 623-3 ¶3-6a), so at SGT the calibration below is about bullet strength, not the box. The tier language still decides how the sentence should be built, and it is the same language that will decide boxes for the rest of this NCO’s career.

Why this reads as Met: certification currency and a plan per exercise is the standard for the billet. It belongs on the report because it proves the fundamentals, and it stays at Met because everything here was required.

Why this reads at Exceeded strength: nobody orders an FO to make riflemen into observers. That is disciplined initiative, and organic observers passing an external lane is the immediate impact, both ¶3-11a(3) markers with the numbers shown.

Why this reads at Exceeded strength: a timed delta on the FO’s central skill, produced by repetition this NCO scheduled on his own. The 40% is checkable against the training records, which is what makes it a tier marker instead of a boast.

Why this reads at Far Exceeded strength: best of 11 with the denominator shown is ¶3-11a(4)’s best of the upper third made checkable, and the CALFEX selection is the fires chain acting on that ranking, external validation the rater can cite.

Why this reads at Far Exceeded strength: diagnosed a fires-specific failure, built the fix, and the fix was institutionalized beyond his own team. Adoption plus the sustained TLE result is immediate impact and enduring effect together, the exact pairing ¶3-11a(4) adds over (3).
// 06Common mistakes on SGT 13F NCOERs
Writing in maneuver vocabulary. An FO report full of “led patrols” and “secured objectives” buries the fires expertise the Army pays this NCO for. The bullet should say calls for fire, observation plans, and certification results, translated so a maneuver rater can verify them.
Assuming the rater saw the mission. The rating chain was watching the maneuver fight. If the bullet does not name the evaluation, the time standard, or the score, the best fire mission of the rotation never happened as far as the NCOER is concerned.
Leaving the RTO out of the story. A SGT FO usually leads a team of one. Developing that RTO into a certified observer is leader development evidence, and most FO drafts never claim it.
