Who builds this.
BulletForge is built by one person who has written and reviewed Army evaluations for a long time. Not a startup team that discovered the NCOER last year. Not a content farm. One rater who got tired of watching good Soldiers lose boards to reports that did not fight for them, and tired of AI tools that fix it by lying.
How it works.
Every rule the generator follows is grounded in the actual regulation, quoted verbatim, not summarized from memory. The tier logic comes from DA PAM 623-3 paragraph 3-11a. The counseling engine is built on ATP 6-22.1. The award drafter follows AR 600-8-22. When the regulation is silent, we say the convention is ours. When a term changes in the force, we update ours to match.
What it will not do.
It will not invent a number you did not give it. It will not write Far Exceeded over facts that read Met. It will not turn "hardest worker in the section" into a fabricated statistic. When your input does not support the rating you asked for, it tells you no and shows you what the regulation actually requires. That refusal is the product.
